Ubuntu 12.04 unable to save all settings -

i reinstalled ubuntu while keeping /home folder of last version of ubuntu remaining. not able save settings more. every time lock program launcher, disappeared after restarting system. also, not able change background image. click pictures in background setting dialogue background never change.

what wrong ubuntu 12.04?

as have expected, issue privilege. executing chmod -r u+wr . in terminal. problem solved.
